USTRANSCOM is seeking information to assist in further defining its requirement for Non-Temporary Storage (NTS) of Household Goods (HHG) belonging to DoD Service Members, DoD Civilians, U. S. Coast Guard Members, and their Families (collectively referred to herein as “customers”). The scope includes everything necessary to perform the tasks as identified herein for the storage of containerized HHG in the Continental United States (CONUS) as well as Alaska and Hawaii. This includes, but is not limited to, personnel, supervision, training, licenses, permits and equipment necessary to perform the tasks as identified herein, in accordance with (IAW) Defense Transportation Regulations (DTR) Parts II, IV and V, Joint Travel Regulations (JTR) CONUS Personal Property Consignment Instruction Guide, (PPCIG), OCONUS PPCIG Country Instructions, and all other applicable regulations to include all amendments and supplements. The Contractor shall assume all responsibility from point of receipt to the point custody of HHG transfers to a Government-designated receiving party.
