The Government has determined this contract will be awarded as Other than Full and Open competition as it is a follow-on to highly specialized research and development work that has been accomplished by Lockheed Martin Corporation over the course of 13+ years, the Government anticipates it would be a substantial duplication of cost not recoverable through competition, and it would result in substantially unacceptable delays to critical capabilities. The Government will post the Justification and Approval document IAW FAR 6.301. The requirement is detailed fully in Attachment 1 - Summary to this Sources Sought Notice. This notice includes Attachment 2 – Q_A, which should be submitted with any response to this notice. If your company is interested in replying to this notice with a capabilities statement, please provide no more than 2 pages NLT than the due date indicated in the notice. Please also submit Attachment 2 - Q_A completed with your company information. Do NOT include proprietary, CUI, or any classified information.
