1. PURPOSE
\n\nThe Indian Health Service (IHS) is conducting market research to identify Indian Small Business Economic Enterprises (ISBEEs), Indian Economic Enterprises (IEEs), and tribally owned businesses that are authorized resellers or distributors of Bad Elf products.
\n\nThis notice is issued solely for market research and acquisition planning purposes to assist IHS in determining the availability of Indian-owned sources capable of supporting an anticipated requirement pursuant to the Buy Indian Act, 25 U.S.C. 47, and HHSAR Subpart 326.6.
\n\nThe primary purpose of this Sources Sought Notice is to determine whether one or more ISBEEs, IEEs, or tribally owned businesses are authorized Bad Elf resellers or distributors capable of supplying the anticipated Bad Elf requirement to the Federal Government.
\n\n2. ANTICIPATED REQUIREMENT
\n\nIHS anticipates a future requirement for Bad Elf Flex GNSS survey equipment for the Navajo Area IHS Office of Environmental Health and Engineering, Division of Sanitation Facilities Construction.
\n\nThe anticipated requirement includes approximately twenty (20) Bad Elf Flex Standard GNSS Receivers, Part No. BE-GPS-5500, together with compatible rugged tablets, accessories, mapping software, training, and technical support.
\n\nAt this stage, IHS is primarily seeking to determine whether there are ISBEEs, IEEs, or tribally owned businesses that are authorized Bad Elf resellers or distributors and are interested in potentially supplying Bad Elf products to the Federal Government.
\n\nPricing is not requested at this time.
\n\n3. BUY INDIAN ACT / HHSAR INFORMATION
\n\nThis market research is being conducted in support of the Buy Indian Act, 25 U.S.C. 47, and HHSAR Subpart 326.6, Acquisitions Under the Buy Indian Act.
\n\nIHS gives priority to Indian Small Business Economic Enterprises (ISBEEs) to the maximum extent possible. If market research does not support a reasonable expectation of obtaining competitive offers from ISBEEs, IHS may consider acquisition strategies involving Indian Economic Enterprises (IEEs) in accordance with HHSAR Subpart 326.6.
\n\nFor purposes of this market research:
\n\nIndian Economic Enterprise (IEE) generally means a business activity owned by one or more Indians or Indian Tribes in which qualifying Indian or Indian Tribe ownership constitutes not less than 51 percent of the enterprise and that otherwise satisfies the applicable ownership, earnings, management, and control requirements of HHSAR 326.601.
\n\nIndian Small Business Economic Enterprise (ISBEE) means an IEE that also qualifies as a small business concern under the applicable criteria and size standards.
\n\nTribally owned businesses are encouraged to respond and should identify whether they qualify as an IEE and/or ISBEE under the applicable HHSAR requirements.
