HUD OIG routinely has a need to convert significant volumes of physical text records into electronic format using Optical Character Recognition (OCR) technology, with end results being accurately and intelligently exported to multiple useable formats (PDFS, Databases, etc). These documents routinely include bank statements, checks, and other financial information, which must be accurately, quickly, and cleanly scanned and processed for analysis. After conducting Market Research, the Program Office concluded that there were no other providers of a software that offered instant audit trails from Excel output and Power BI visualization or independently served the same functions as Personable Inc.’s patented solution, Scanwriter. Scanwriter’s data capture also supports both computer font and conversion of handwriting into text, which is essential to HUD OIG’s Office of Investigations staff. Per FAR 6.302-1(b)(1), Personable Inc. provides a unique program available from only one source/supplier with unique capabilities that are not found elsewhere on the market at this time, which justifies HUD OIG’s sole sourcing. The award will have a Period of Performance of 12 months from date of award. NO SOLICITATION IS AVAILABLE.
