FinCEN has a requirement to purchase hCaptcha Enterprise Premium Support software to distinguish computers and humans apart (CAPTCHA) to block unwanted BOT traffic such as web scraping, credential stiffing, spam, etc., associated with the Beneficial Ownership Secure System, FinCEN.gov and Contact Center. End-Users will be required to complete challenge questions before access to resources is granted and FinCEN estimates approximately 30 million verifications per year. FinCEN will consider written responses received no later than 1:00 pm ET on Monday, October 13, 2025. Responses must include sufficient evidence that clearly shows their capabilities to provide the above requirement. If no written response is received that clearly demonstrates an ability to meet these requirements, is more advantageous to the Government, and is received by the deadline, FinCEN, shall make award on a sole source basis to Intuition Machines, Inc. The period of performance for the purchase order/contract is anticipated to be a 12-month base period. NO SOLICITATION IS AVAILABLE.
