## Description

This is a non-personal services contract to provide case management, interpretation, and translation support. The Government shall not exercise direct supervision or control over the providers performing the services herein. Such service providers shall be accountable solely to the Contractor, who, in turn, is responsible to the Government. United States (U.S.) citizenship is not required for Contractor employees performing under this contract.

Per statute, this contract can only be awarded to a non-profit organization. Refugee resettlement network support services are required in support of ACF’s mission to support refugee2 resettlement and integration in multiple states. Refugee resettlement network support services include:

1. Furnish necessary personnel to support ACF, state and local governments, non-governmental organizations (NGOs), and non-profits (hereafter “partners”) in various services related to resettlement and integration;

2. Maintain clear lines of reporting and communication as needed for the efficient operation of the program;

3. Maintain a clear and independent supervisory structure within their organization for all personnel issues, including, among others, evaluation of job performance, designation of work responsibilities, work schedules, personal and sick leave, and professional development.
