## Description

The intent of this Synopsis, in accordance with FAR 5.201, is to advertise the Government's intent to add the Following (follow on) sole-source Service for the PATRIOT Major Item Repairmen (MIR) - adding scope and issuing an associated Task Order, to the already established contract SPRBL1-15-D-0017 with Raytheon Company.

SPRBL1-15-D-0017 is a nine (9) year Indefinite-Delivery Indefinite Quantity (IDIQ) contract providing for the support of Depot Level Repairable (DLR) and consumable spare parts as well as repair and engineering services provided by Raytheon that are associated with sole-source Raytheon manufactured system components. The contract awarded on 28 September 2015 has a period of performance which includes a six (6) year base period followed by one (1), three (3) year re-determinable option period.

The contract maximum ceiling is $8M. Per DLAD 52.216-9006 (AUG 2005), Addition/Deletion of Items, the add-on procedures under this clause will be followed. There will be no separate solicitation issued for this action. The Integrated Fires Mission Command (IFMC) has identified a need to provide depot level repair requirements for the PATRIOT Missile System.

This requirement is for an estimated 1,620man months from 1 February 2025 through 31 January 2030, with a need date of 1 February 2025. The offeror, performing as an independent contractor and not as an agent of the Government, shall furnish the services, materials and resources (except as may be furnished by the Government) required to perform depot level diagnosis, clean up, repair, modification, technical assistance and maintenance of PATRIOT Missile System Major Items world-wide.

This procurement requires access to classified hardware and software as well as Raytheon Proprietary information. This includes configuration information needed for set up, interconnection, as well as reach back support from Raytheon engineering. This support is used by the MIR in the field when an issue arises beyond their capabilities. The MIR need access to historical and system expertise developed by Raytheon.

Complete specifications, plans, or drawings are not available due to the reason stated above therefore, the Government intends to contract only with the approved sources under the authority of 10 U.S.C. 2304 (c) (I).

**Approved Source(s):** Raytheon Company (CAGE 05716). IAW FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
