Non-DOD Users on DLA Teams PREPROPOSAL CONFERENCE INFORMATION All interested vendors are welcome to join DLA Energy for a Preproposal Conference, which will be held virtually to discuss WESTPAC solicitation SPE602-26-R-0706. The Preproposal Conference will take place on April 16, 2026, and will provide information from the Procurement team. The conference is scheduled to begin at 09:30 AM U.S. Eastern Time (Local, Fort Belvoir) and end at 11:30 AM U.S. Eastern Time (Local, Fort Belvoir). Time will be set aside during the conference for additional questions, if needed. The agenda, presentation slides, and Microsoft Teams link will be posted on the www.sam.gov website on or before April 15, 2026. DLA Energy anticipates hosting a Preproposal Conference to support an upcoming solicitation. The conference will be conducted virtually and will provide an overview of the solicitation, along with an opportunity for interested vendors to ask questions. The WESTPAC Purchase Program covers the annual bulk petroleum requirements for the Western Pacific and Middle East Regions (F76, JA1 both neat and with additives, and JP5). Delivery modes will be by tanker, shallow draft tanker, barge, tanker truck, railcar, and pipeline. FOB destination tanker offers will not be accepted. These requirements may increase during the delivery period and be met by supplemental solicitations tied to this procurement.
