**NOTICE TO OFFERORS:** AMENDMENT 0003 This amendment 0003 includes important changes, specifically:

**Quantity Reduction:** Line item 0001 quantity reduced from 990,000 pounds to 660,000 pounds. (Annual 132,000 pounds)

**Submission Requirements:** You MUST submit the following to Tammie D.
