3/10/2025 Admendment SPE4A224R0002-0008 was issued to update Payments section: For awards that are issued with free-on-board (FOB) terms of ‘Destination,’ the contractor must utilize DLA’s Vendor Shipment Module (VSM) application (https://vsm.distribution.dla.mil/net/secure_default.aspx#), entering both the carrier Standard Carrier Alpha Code (SCAC) and the freight tracking number for all shipments.
