DLA Aviation is sending out responses to address questions from industry regarding the Draft Request for Proposal for ChemPOL Recompete effort, posted from November 29, 2023 to December 20, 2023. The scope of this contract covers supply chain management in customer direct support of chemicals, packaged petroleum, oil, and lubricants (ChemPOL) to all U.S. Military, Foreign Military, and non-Military customers. The consumable spare parts are within FSCs 6810, 6820, 6840, 6850, and 9150 (excluding Class I Ozone Depleting Substances). The level of effort and number of items supplied may vary due to increase or decrease of the customers’ requirements. The scope of this effort requires the Contractor to provide uninterrupted support despite changes in customer requirements for items or supply chain interruptions. The Contractor will be required to use best commercial practices, coupled with sourcing of supplies from designated sourcing channels to furnish cost efficient, integrated supply chain management of items required by, together with related supply chain management services and Management Information Systems (MIS). The broad range of supply chain management tasks for items required by this effort include planning, sourcing, procuring, storing, and controlling material and equipment so they are requested in advance, obtained at a reasonable cost and are available when needed. This effort requires certifications, licenses, permits, etc. to contract for HAZMAT material. The current ChemPOL contract will expire in October 2026 and the Government intends to award a follow-on contract in October 2025 to ensure ample time for the new contractor to establish its supply chain by full contract implementation in October 2026. A Request for Information (RFI) was released February 24th via the Sam.gov website to gather market research information and to solicit industry feedback. An Industry Day was held on at DLA Aviation on May 19, 2023 to provide a general overview of the history of the ChemPOL program, the current contract, the Government‘s expected requirement, the proposed acquisition strategy, the proposed performance metrics, and a forum for Industry comment and feedback.The current ChemPOL Contract covers 3600 active and ~2300 inactive items with 13-17k. Estimated total contract value is $2.2 billion utilizing FAR part 12 and FAR part 15. The requirement will be solicited as a small business set-aside. Metrics will include fill rate and back-order reduction. The vendor will also have to meet Time Definite Delivery Standards. This will be a competitively awarded contract and best value selection methods will be used. The Government will award a single contract for this action.
