## Description

This is a Solicitation notice regarding a Defense Logistics Agency (DLA) Troop Support Subsistence milk and dairy contract intended for servicing customers located in El Paso, Texas and New Mexico.

**Background:** The Agency intends to issue an award and ultimately enter into one (1) indefinite quantity contract (“IQC”) per group with a commercial firm(s) to supply Fresh Milk, and Dairy products to military customers in El Paso, Texas and New Mexico. 1. Customers are four (4) Groups: Group 1- FT. Bliss, TX;

**Group 2:** Holloman AFB, NM;

**Group 3:** Kirtland, NM;

**Group 4:** Cannon AFB, NM. These include Fresh Milk, and Dairy products. The freshness requirement of the product being delivered may not be compromised. 3. The offeror’s distance from the delivery location is very important. The offeror must be capable of delivering product to arrive at the delivery location the same day for emergency orders if necessary. 4. Commercial standards should be used to maintain temperatures appropriate for the individual items.

When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of Four(4) DoD/Troop customers the EL Paso, Texas and New Mexico Zone. After soliciting, the Agency intends to make one award per Group. Offerors are required to propose on all items in the Schedule of Items on which it offers.

Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal. Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies.

The period of performance for the resultant contract(s) is estimated to run from December 22, 2024, to December 26, 2027. All responsible sources must submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on the DLA-BSM Internet Bid Board System at https://www.dibbs.bsm.dla.mil. If not already registered, prospective offerors will be required to do so prior to viewing and downloading a copy of the solicitation.
