If FAT is required, the production lead time for the initial delivery order will be 150 days after award and is allocated as follows: 60 days to submit FAT samples, 30 days for Government review and to furnish the results, and 60 days for production and shipment of the ordered items. The production lead time for all subsequent orders will be 60 days from the date of issuance. If FAT is waived under this acquisition, the lead time for all delivery orders will be 120 days after issuance. The delivery destinations will be DLA Troop Support’s Third Party Logistics (3PL) depots located at Peckham, Lansing, Michigan; Travis Association for the Blind, Austin, Texas; and Lion Vallen, Pendergrass, Georgia. The acquisition will be FOB Destination, Inspection and Acceptance at the Source. The solicitation will be open for 30 days where a company’s price proposal will need to be submitted to the Contracting Officer at Maria.Aguayo@dla.mil, and the Contract Specialist at Alex.Salim@dla.mil. The Government will award to the responsible offeror(s) whose offer conforms to the solicitation and is most advantageous to the Government, cost or price. The Government will award a contract only to concerns whose technical proposals establish that they can meet the requirements of the Government. **This item requires specific certifications in order to produce this item. Waivers for these requirements will NOT be made.** The following is applicable: EXPORT CONTROL OF TECHNICAL DATA (CS003) This item has technical data some or all of which is subject to export-control of either the International Traffic in Arms regulations (ITAR) or the Export Administration Regulations (EAR) and cannot be exported without prior authorization from either the Department of State or the Department of Commerce. Export includes disclosure of technical data to foreign persons and nationals whether located in the United States or abroad. This requirement applies equally to foreign national employees and U.S. companies and their foreign subsidiaries. DFARS 252.225-7048 is applicable to this data. The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data.
