## Description

This notice constitutes a combined synopsis and Broad Agency Announcement (BAA) for the acquisition of research and development (R&D) in accordance with Federal Acquisition Regulation 35.016, &ldquo;Broad Agency Announcement,&rdquo; as supplemented with additional information included in this notice. No other solicitation will be issued. Only the information provided in this notice is available. Requests for other forms of solicitation shall be disregarded.  This BAA will remain open for five (5) years and has a ceiling of $50 Million.

The DLA Research and Development (R&D) Program Office is looking for White Papers that support the scope of the BAA as identified in Section 2: Technical Areas of Interest. Offerors are encouraged to propose innovative solutions. Consideration will be given to all approaches that enable improved processes aligning with both DoD and DLA Strategic Initiatives.

A White Paper is an abbreviated document (limited to 8 pages) in which a submitter shall describe a technical R&D concept. If such a technical concept is deemed by the Government to be of interest, the Government may request full cost and technical proposals. Full proposals submitted through this White Paper process may result in contract awards - either Indefinite Delivery, Indefinite Quantity (IDIQ) contracts or one-time, definitive contracts. The Government reserves the right to select all, some, or none of the proposals submitted for award. The primary basis for selecting proposals for acceptance will be technical, importance to agency programs, and funding availability. Cost realism and reasonableness will be considered to the extent appropriate.
