This acquisition is conducted under the authority of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services. The requirement is for the purchase of TACLANE-Flex device and TACLANE-Bundle device. These High Assurance Internet Protocol Encryptors (HAIPE) provide end-to-end encryption for data in transit, protecting classified information. This purchase is in support of a sensitive mission, and for security reasons, specific details of the mission and unit cannot be provided. The authority for using other than full and open competition is FAR 6.103-1, \"Only one responsible source and no other supplies or services will satisfy agency requirements,\" as implemented by 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1). A Justification and Approval (J&A) for this action will be prepared in accordance with FAR 6.104-1. General Dynamics has been identified as the only manufacturer capable of providing the required TACLANE devices.
