The modification would increase the ceiling amount as the contract has been outpacing the anticipated spend rate. Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only Amentum Services, Inc. is capable of providing the services at this time; award to any other source will result in unacceptable delays and would preclude DLA from reacting timely to requirements. This action could not have been overcome by advanced planning given the nature of this contract, which is to support unplanned, unforeseen requirements. If the contract ceiling is not increased to accommodate the known and anticipated requirements of this contract, as well as any unplanned requirements, DLA Distribution would not have a contract vehicle to provide services within the scope of this contract to support DLA and its customers’ mission. The modification to current contract SP3300-22-D-5002 will serve as a temporary solution to fulfill immediate mission requirements. A follow-on procurement is in process.
