To support ongoing and emerging facility needs, the MLS platform must: • Provide nationwide commercial real estate coverage • Include properties for sale and for lease • Offer real?time, authoritative market data • Provide integrated data analytics, including market trends, historical comparables, vacancy rates, rental rate trajectories, and other commercial real estate intelligence • Support eight (8) user licenses for FBI personnel This capability is essential for timely market research, site identification, and acquisition planning across the FBI’s dispersed operational footprint. --- Authority The Government intends to award this requirement on a sole source basis under FAR 6.302?1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” --- Rationale for Sole Source CoStar Realty Information, Inc. is the only known responsible source capable of providing a single, unified MLS platform with: • Nationwide commercial real estate coverage • Real?time, verified market data • Integrated advanced data analytics • Consistent, authoritative information across all 50 states CoStar’s proprietary database, market intelligence tools, and integrated research capabilities are not available through any other provider with comparable breadth, accuracy, or nationwide consistency. Regional or fragmented MLS solutions cannot meet the FBI’s mission requirements, would introduce delays, and would significantly increase administrative burden and cost. --- THIS NOTICE IS NOT A REQUEST FOR QUOTES OR PROPOSALS. However, interested parties may submit a capability statement demonstrating the ability to meet the Government’s requirements.
