## Description

21 March 2025 - Please see the attached updated PWS (v2). The requirement for previous experience has been updated. Questions received from interested parties have been posted with corresponding answers. Proposal deadline has been extended to 8 April 2025. This is a solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12 and FAR 15, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. All prospective contractors must be registered and have an active registration in the Central Contractor Registration (CCR) database to be awarded a DoD contract.

This solicitation document, SC06002500536, is a Request for Proposal (RFP) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-03. Reference the Solicitation number in the subject line of the RFP response. See the attached PWS for requirements specifications.

The vendor shall provide labor hours for program management, system analysis, engineering support, technical support, testing, validation, training, and go live support for the AFTAT information technology program HTML 5 conversion and technology platform upgrade.

As AFTAT is based on the STARLIMS programming language, the vendor must employ staff with experience with STARLIMS programming to include experience performing a STARLIMS quality management technology platform upgrade and performing a conversion of a system from XFD to HTML 5; see PWS for specifications. In the response to this RFP, the contractor shall also cite specific, previously executed contracts supporting use of STARLIMS programming language.

In accordance with FAR 15.101-2, award will be made to the lowest total price, technically acceptable, responsive, responsible offeror. The lowest total priced proposal will be reviewed for technical acceptability. If technically acceptable, the offeror’s past performance, in accordance with FAR 15.305(a)(2), will then be evaluated.

If the offeror has no more than one unsatisfactory rating in the Contractor Performance Assessment Reporting System (CPARS) that proposal is awardable, and no other proposals will be evaluated. If the lowest priced proposal isn't awardable then the next lowest proposal shall be evaluated and so on. Anticipated Award Date is 22 April 2025. Col Paul W. Tinker has been appointed as Ombudsman.

The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer.

Any questions or concerns about this solicitation should first be directed to the buyer at the e-mail address or phone number listed, or you may contact the Ombudsman at ASCA@us.af.mil. Proposals are due by 3:00 PM EST, 8 April 2025. Proposals shall be emailed to Meredith Setterfield at meredith.setterfield@us.af.mil and Richard Saltsman at richard.saltsman@us.af.mil. Any questions regarding this acquisition should be directed to:
