The total estimated value under the simplified acquisition threshold. This sole source contracting action is pursuant to FAR 13.106-1 (b) “ Soliciting from a single source.” The circumstances of the contract action deem only one source reasonably available Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Department of War and the obligations in Executive Order 14222, “Implementing the President's 'Department of Government Efficiency' Cost Efficiency Initiative.” The determination not to compete this proposed contract action is solely at the discretion of the Government.
