## Description

The U.S. Army Corps of Engineers (UACE) Louisville District will be soliciting proposals for the Building 390 Emergency Exit Stair Towers project at Rock Island Arsenal (RIA), Illinois. As part of the construction contract solicitation, the USACE intends to include the followign sole source requirement:

**Fire Alarm System:** The existing RIA facilities fire alarm system is a JCI system (JCI model 4001 Fire Alarm Control panel and JCI model 4009 Notification Extender Panel), which is a proprietary system. The B390 Emergency Exit Stair Towers project is to construct four separate emergency exits attached to each wing of B390, and the project will include necessary fire alarm and mass notification measures which must be integrated with the fire alarm/mass notification system of the existing facility.

Construction must ensure the facility and the users are protected by code-compliant systems. Illinois requires integration of the fire alarm system with the existing RIA fire alarm system. Per specification section 28 31 76 para. 2.1.5, each control unit shall provide power, supervision, control, and logic for the entire system, utilizing solid state, modular components, internally mounted and arranged for easy access.

All building security and alarm systems are a standard, uniform system throughout the entire facility. These systems utilize proprietary software to control and monitor each system and communicate with various components.
