**1. Overview:** This is a Special Notice for a Combined RFI/Synopsis/Solicitation using a two phase, down-select process for the requirement, “Maintenance, Repair, and Maintenance-Driven Lifecycle Installations of Electronic Security Systems.” The United States Capitol Police (USCP) invites interested vendors to participate in an in-person pre-proposal conference to discuss this upcoming procurement. USCP is also releasing a Request for Information (RFI) for Phase I, as part of a down-select process.

Vendors who wish to be considered for Phase II of this procurement must submit a response to the RFI in Phase I. The Government will evaluate RFI responses to determine which vendors will be selected to advance to Phase II, where a formal Request for Proposal (RFP) will be issued. Submitting a response in Phase I is mandatory for consideration, but it does not guarantee an invitation to Phase II. Responses to the RFI will help shape the Performance Work Statement (PWS) and future RFP.

9:00AM EST Location: United States Capitol Police Fairchild Building 499 South Capitol Street SW, Room 749 Washington, DC 20003 Contractors must first sign in at the lobby and present a valid ID. Due to space limitations, only two individuals per company may attend. To RSVP, email Linh.Williams@uscp.gov with the following information: Names and contact information of the individuals (no more than 2) from your company who will be attending; and Executed Non-Disclosure Agreement on behalf of the company if one has not been received (see #3 below, Request for Information Access Instructions).

3. Request for Information (RFI)

**Access Instructions:** The RFI for Phase I is available upon request. The RFI is contained on CDs that will be made available to vendors who express an interest in submitting a response. All information provided on the CDs will be For Official Use Only (FOUO). Vendors interested in receiving a copy of the RFI must email the Contract Specialist at Linh.Williams@uscp.gov, and provide a valid mailing address and executed Non-Disclosure Agreement (NDA) (attached) on behalf of the company.

This NDA will also apply to the pre-proposal conference should a vendor choose to participate. Additionally, vendors must include the following information in their email request: Company Name Company/Division Address CAGE Code Unique Entity ID Company Point of Contact for Delivery: (name, email, and phone number) Mailing Address The Government will verify the company information identified above in the System for Award Management website (https://SAM.gov/).

Firms without a CAGE code and Unique Entity ID number will not be provided the information. **Note**: Vendors must request a physical copy of the CD to review the RFI and respond accordingly.

**4. Down-Select Process and Requirements:**

**Scope:** Provides for the repair, preventative maintenance, and maintenance-driven repair (i.e., replacement necessitated due to frequent repairs) of the Electronic Security System (ESS) assets. This procurement is utilizing a down-select process. The Phase I RFI will be used to evaluate interested vendors based on their technical capabilities and other factors described in the RFI. Submitting a response to Phase I is mandatory for consideration, but only vendors selected by the Government based on their RFI responses will be invited to participate in Phase II of the process. In Phase II, a formal Request for Proposal (RFP) will be issued. The Government will use the RFI responses to:

Inform and finalize the Performance Work Statement (PWS). Refine the Phase II RFP. Narrow the competitive field for Phase II by inviting select vendors based on Phase I responses. Only vendors that submit responses to Phase I and are subsequently selected by the Government will be considered for participation in Phase II.

**DISCLAIMER**: Participation in the pre-proposal conference and submission of responses to the RFI do not obligate the Government to award a contract or guarantee inclusion in the final RFP process. The Government will make decisions based on information gathered during Phase I. While the Government anticipates advancing 3-5 highly qualified offerors to Phase II, it reserves the right to invite more or fewer offerors based on the evaluation findings from Phase I.
