## Description

PCD|992|Miramar NC|Natural Resource Management -- F115 Provide Natural Resources Management Services at Miramar National Cemetery. IGCE and SOW attached. Initial contract of base plus 4 required. Combined Synopsis/Solicitation PCD 992 Miramar NC Natural Resource Management 1. General Information The Department of Veterans Affairs, National Cemetery Administration (NCA), Miramar National Cemetery, located at 5795 Nobel Drive, San Diego, California 92122, intends to award a contract to a Service-Disabled Veteran Owned Small Business (SDVOSB) for Natural Resource Management services.

**Contract Period:** The contract will be effective August 1, 2024 (or Date of Award) through July 31, 2029, with four (4) one-year options through June 30, 2029. 2. Scope of Work The contractor shall perform quarterly Natural Resource Management monitoring and reporting for Miramar National Cemetery.

All work must comply with the following documents: • Biological Opinion (BO) from USFWS dated April 6, 2007 • Natural Resource Management Plan (NRMP) dated November 4, 2009, and revisions • Wetland Restoration Plan (WRP) dated February 1, 2010 • Vernal Pool Restoration Plan (VPRP) dated November 4, 2009 • Integrated Pest Management Plan (IPM) dated November 17, 2009 • Land Use Agreement (LUA) between the Department of Navy and Dept. of Veterans Affairs (N6247308RP00049) dated April 21, 2008 • MCAS Miramar Integrated Natural Resources Management Plan (INRMP) for Marine Corps Air Station Miramar, California, 2018 3. Evaluation of Quotes Quotes must include the following to be eligible for award: • Filled and signed copies of the Price Schedule • Solicitation Provisions and Contract Clauses • SAM.GOV Representations and Certifications as an addendum Quotes missing any of these documents will be rejected.

Supporting documentation, such as Technical Capability statements, may be submitted but is not required for consideration of contract award. 4. Basis of Award This procurement will be conducted pursuant to FAR Part 13 procedures. The Government intends to award a Firm Fixed Price contract to the responsible offeror whose quote, conforming to the solicitation, quotes the lowest price, does not exceed available funding, and is found to be reasonable.

**Evaluation Criteria:** • Lowest Price Technically Acceptable.

**Sub Factors:** • Resume and qualifications of key personnel acting as Natural Resource Manager • Resume attesting to a minimum of 5 years’ experience in Environmental Monitoring and Reporting • List of projects with recent relevant experience in Environmental Monitoring and Reporting, including at least 2 years in vernal pools or other sensitive wetland habitats 5. Wage Determination Information Wage Determination Information: 2015-5635, published May 9, 2024. 6. Site Visit and Q&A Information There will not be a site visit for this solicitation.

All solicitation questions must be submitted via email to the Contract Specialist: baron.toms@va.gov by 3pm EST on June 22, 2024. Questions will be answered via solicitation amendment on June 25, 2024. Questions submitted after the Q&A due date will not be answered. 7. Offer Due Date All quotations shall be sent via email to the Contract Specialist: baron.toms@va.gov and brian.trahan@va.gov. Submissions must be received by 3pm EST on Friday, May 28, 2024. Late submissions will not be accepted. Only e-mailed quotes will be accepted. It is the responsibility of the vendor to ensure the Government’s timely receipt of their quote.
