## Description

THIS IS NOT A REQUEST FOR PROPOSAL, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. The National Transportation Safety Board (NTSB) Office of Office of Office of Research and Engineering has a requirement for Honeywell Enhanced Held Held Download Unit (eHHDLU).

In order to satisfy this requirement, the NTSB intends to issue a sole source solicitation to Honeywell Aerospace Technologies for one eHHDLU handheld kit. This procurement is being conducted in accordance with FAR 13.106-1(b)(1) – Soliciting from a single source. The NAICS code for this procurement is 488190 - Other Support Activities for Air Transportation.

The eHHDLU download equipment is the equipment designed and manufactured by Honeywell and is required to download data from undamaged and damaged Honeywell recorders recovered from aircraft involved in accidents investigated by the NTSB. To maintain equipment compatibility in the Recorders Laboratory of the NTSB, the agency is seeking to obtain compatible desktop workstations used to recover data from Honeywell accident recorders.

Only the Honeywell eHHDLU kit is compatible with the Honeywell brand data recorders to recover data from Honeywell data recorders. To retrieve accident data, a compatible download system comprised of proprietary hardware/equipment from Honeywell must be utilized. Honeywell Aerospace Technologies is the only source capable of providing this compatible equipment. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted.

However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 calendar days from the date of publication of this synopsis. The Government decision not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
