## Description

The U.S. Embassy in Bogotá has a requirement for Regular gasoline (fuel) covering the period from September1 to November 30,2026. Fuel supply and delivery must be made to the U.S. Embassy Compound located at Carrera 45 No.24B-27 from four to six partial deliveries per month.

**MINIMUM AND MAXIMUM AMOUNTS:** During this period, the Government shall place orders totaling a minimum of 1 gallon of regular gasoline. This reflects the purchase order minimum for this period of performance. The amount of all orders shall not exceed 45.000 gallons of regular gasoline. Partial deliveries of fuel shall be made in trucks form 2.000 to 5.000 gallons capacity using Colombian standard industry hose/coupling connections. 1. Net 30 day payment upon submsiion of invoice using the vendor portal and delivery of fuel. 2.Payments to be made via EFT. 3. Price per gallon must be provided.

**Important Note:** As a diplomatic mission operating under the purview of the Vienna Convention, the Embassy is not a commercial enterprise. Consequently, its operational activities—including procurement and relations with commercial vendors—are not subject to Colombian domestic law. Accordingly, the Embassy is not registered with the local Chamber of Commerce; it maintains a Tax Identification Number (RUT) issued by the DIAN solely to facilitate local administrative and business transactions.

Furthermore, United States government procurement regulations strictly prohibit the execution of external contracts, clauses, or third-party agreement formats. In lieu of such documents, the Embassy utilizes official U.S. Government purchase orders, which serve as the legally binding commitment and guarantee of payment for all acquired goods and services.

The selected contractor shall manage all administrative and regulatory processes regarding the procurement of fuel directly with the Colombian Ministry of Mines and Energy, including but not limited to, the Information System for Liquid Fuels (SICOM)
