Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), all contractors must possess all permits and licenses required to do business in Spain.
