This contract is for maintenance and repair of concrete curbs at one of the US governement owned residences. The US Embassy in Lima will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR Subpart 13.106-1(b) (1)(i) which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
