## Description

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC) for US Embassy Harare, Zimbabwe using Martinair/AFKLM to provide the following services.

1. Airfreight and transportation services for Diplomatic Pouch & Mail (Pouch) from Harare International Airport (HRE) to Washington, DC (IAD - Dulles, VA USA) and other airports as may be required.

2. Ground handling services for prograde unclassified pouch shipments, including customs clearance and delivery to Embassy Harare.
