## Description

This is a notification of an award of a sole source procurement under NAICS code 513210:

**Software Publishers:** This industry comprises establishments primarily engaged in computer software publishing or publishing and reproduction. Establishments in this industry carry out operations necessary for producing and distributing computer software, such as designing, providing documentation, assisting in installation, and providing support services to software purchasers. These establishments may design, develop, and publish, or publish only.

These establishments may publish and distribute software remotely through subscriptions and downloads.This will be awarded to Henry Schein Practice Solutions, Incorporated for service and support of the Dentrix Enterprise Electric Dental Record Services throughout the Phoenix Area Office for the Phoenix Indian Medical Center, White River Service Unit, Hopi Health Care Center, Fort Yuma Indian Hospital, Colorado River Service Unit, Fort Duchesne and Elko -Southern Bands Dental Office Service Units.

This will be for Indian Health Services at the various services for one (1) year periods for each location under the authority of FAR 6.302-1 Only One Responsible Source and no other supplies or services will satisfy agency requirements. Henry Schein Practice Solution (HSPS) is the sole source provider of the Dentrix Enterprise electronic dental record (EDR) currently contracted by IHS as the standard for HIS-wide dental clinic EDR services.

These services and support is only available from Henry Schein Practice Solutions (HSPS) and is used continuously to provide direct patient care records creation/maintenance, patient scheduling and billing management. This particular brand name is essential to the Government's requirements and market research indicates that other companies' similar products lack particular features or do not meet or cannot be modified to meet the agency's need.

Dentrix Enterprise is proprietary in licensing without 2nd party distributors. They are currently contracted by IHS as the standard for HIS-wide dental clinic EDR services.

If you can provide the services requested, all responsible sources may submit a capability statement, which shall be considered by the Agency and may be e-mailed to Michele.Lodge@ihs.gov referencing notice number PHX-SS-24-005 by 1 PM, 1 March 2024. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed.

Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
