The Government intends to issue an award on a sole source basis for a firm-fixed price (FFP) delivery order to Honeywell, Inc. to supply Environmental Control Units, Flow Control Valves, and Environmental Control System (ECS) Controllers to be fielded as part of the V-22 B2C MCOI Upgrade in Huntsville, Alabama. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1(a). The Contracting Officer determined that Honeywell is the only sources that can reasonably meet the Government’s requirement in accordance with Title 10 U.S.C.
