Synopsis to Increase Capacity of the Architect-Engineering (A-E) General Services Indefinite Delivery Contract (IDC) in support of Department of Defense (DoD) facility planning requirements in Italy Agency/Office:

**USACE NAU, Wiesbaden, DE Title:** Synopsis to Increase Capacity of the Architect-Engineering (A-E) General Services Indefinite Delivery Contract in support of Department of Defense (DoD) requirements in Italy.

This synopsis publicizes the intentions of the U.S. Army Corps of Engineers, Europe District (NAU), to increase the capacity of the Architect-Engineering (A-E) General Services Indefinite Delivery Contract (IDC) for Department of Defense (DoD) general AE requirements in Italy on the basis of there being only one responsible source and no other supplies or services will satisfy agency requirements IAW 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii)(B).

This J&A for capacity increase of $5M from $9M to $14M serves as a "bridge" to the replacement contract that is scheduled to be awarded in summer of 2025. The purpose of the A-E General Services IDC is to provide Architecture-Engineering services for Department of Defense facility requirements within the USACE Europe District's Area of Responsibility -- Italy.

The A-E General services IDC increase will ensure capacity available for continued and uninterrupted A-E Services supporting U.S. Army Garrison (USAG) Italy, U.S. Air Force (USAF), and other stakeholders to include Defense Health Agency, operating in Italy. In order to accomplish these objectives, the programs rely on the A-E General Services IDC pool of four total contractors.

The ordering period for the A-E General Services IDC continues through 9 February 2028, but the shared $9M capacity will be exhausted in the 4th quarter of Fiscal Year 2024. For this reason, the Government has a continued need to utilize the A-E General Services IDC and is seeking approval via J&A (RFQ # PANNAD-24-P-0000-TBD1, Control # CENAU-24-TBD1) to increase the overall dollar threshold by an additional $5M, increasing the current capacity of $9M to $14M.
