## Description

The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis in accordance with (IAW) FAR Part 6.302-1 with the Phramongkutklao Hospital (PMK) Bangkok Thailand as the only responsible source that can provide the United States Army Medical Directorate Armed Forces Research Institute of Medical Sciences (USAMD-AFRIMS) for services associated with scientific, technical, clinical, epidemiological, laboratory, administrative, database management, quality assurance, and logistical support required by the biomedical, clinical and surveillance studies being conducted in Bangkok, Thailand.

The Contractor shall provide non-personal service(s). This shall include providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the Performance Work Statement (PWS) and associated contract documents. The Contractor shall perform to the standards and acceptable quality levels identified in the PWS and associated Contract Documents.

The objective of this contract is to collect and characterize respiratory viruses circulating within the human population in Thailand. The contractor shall collect samples, perform required laboratory services, and provide clinical/demographic data and laboratory results and specimens to AFRIMS. The period of performance shall be a one, twelve-month base period with four, twelve month option periods. This Special Notice of Intent (NOI) is not a request for competitive quotes.

Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Phramongkutklao Hospital (PMK) Thailand.
