## Description

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research and Development Command (USAMRDC), Military Operational Medical Research Program (MOMRP) to award a sole source contract to the National Academic of Sciences, Engineering, and Medicine (NASEM).

Under the authority of 10 United States Code (U.S.C.) § 2304(c)(3)(B) as implemented in Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(ii), to establish or maintain an essential engineering, research or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. The NAS is a private Federally chartered corporation exempt from federal income tax under Internal Revenue Service Code section 501(c)(3).

An ad hoc committee of the National Academies of Sciences, Engineering, and Medicine will examine the state of the science in outcomes research for interventions in adult hearing health care (excluding surgically placed prosthetic devices), with an emphasis on measures that are meaningful to the individual and the clinician.

The committee will determine a core set of existing standard outcome measures, define the core outcome domains beyond communication that should be measured, and develop a framework and a set of recommendations to guide the development of standardized and meaningful measures that are fit for use in different settings.

A multidisciplinary committee of approximately 14 members will be convened and will meet at least five times over the course of the study (using a combination of teleconference, webinar, and in-person meetings). The committee’s deliberations will result in a consensus committee report, addressing the state of science of Meaningful Outcome Measures in Adult Hearing Health Care.
