## Description

The Mission Installation Contracting Command (MICC)-Cavazos, 901st Contracting Battalion, Fort Cavazos, TX is issuing a sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Locomotive Engine Maintenance and Services at Fort Cavazos, TX. The full details of the requirement are provided in the attached draft Performance Work Statement (PWS). The intention is to procure these services on a competitive basis.

Based on the responses to this sources sought notification/market research, this requirement may be set aside for small businesses, in full or in part, or procured through full and open competition, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATION PURPOSES ONLY.

This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.

The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Any information provided in response to the sources sought will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE).

It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. REQUIRED CAPABILITIES The contractor shall conduct a change of engine oil and filters. The contractor shall provide a 92-day maintenance inspection and oil/filter services for two GP40 locomotives. This maintenance will be conducted in accordance with all HAZMAT, safety and environment regulations associated with onsite locomotive maintenance operations.

Upon completion, the contractor shall provide certification of completion for the oil/filter changes and inspections. Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1).

The planned NAICS code is 488210, Support Activities for Rail Transportation INFORMATION SOUGHT BY THE GOVERNMENT: In response to this sources sought, please comply with the following requirements: Limit responses to 5 pages and include the following additional information: name and address of firm, System for Award Management (SAM) registration status, commercial activity/government entity (CAGE) code, unique entity identifier (UEI), corresponding NAICS code, business size and status, point of contact name, title, phone, and email.

Interested sources shall submit all replies by email to Dale Patterson at dale.v.patterson.mil@army.mil no later than 100 PM CST on 24 January 2024. Acknowledgement of receipt will not be made. Telephone inquiries will not be accepted, and no feedback or evaluations will be provided to companies regarding their submissions. The documentation must address at a minimum the following items: Capability statement to include:

previous experience on similar requirements and/or other government requirements, any applicable certifications, and a brief statement of how your company could meet this requirement. What specific technical skills does your company possess which ensure capability to perform the tasks? Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern.
