Description and Purpose The 409th Contracting Support Brigade (CSB), on behalf of the Department of the Army, United States Army Garrison (USAG) Bavaria, Rose Barracks (RB) Religious Support Office (RSO), is conducting market research to identify qualified sources capable of providing Protestant Music Service Support at the Rose Barracks Community Chapel (Building 218) in Germany. This Request for Information (RFI) is issued solely for market research and planning purposes and does not constitute a solicitation, Request for Proposal (RFP), or a promise to issue a contract in the future. 2. Scope of Work and Key Requirements The anticipated requirement is for non-personal services to support Protestant chapel music and worship activities for a contemplated five-year period of performance (a 12-month base period plus four 12-month option years). The contractor will provide musical and choral performances to facilitate communal worship, including weekly worship services (52 units/year), special seasonal or ceremonial services (16 units/year), and weekly rehearsals (68 units/year). Proposed personnel must possess a resume demonstrating at least two (2) years of experience in church music and the development of musical worship plans and must successfully pass required criminal history background checks. 3. Submission and Installation Access Requirements Interested vendors must submit a brief capability statement demonstrating their experience in liturgical music planning, coordination, and choral performance. In addition, because all performances will take place on-site at Rose Barracks in Germany, vendors must explicitly detail their capability and plan to successfully secure physical access to a U.S. military installation in an overseas environment. This includes demonstrating knowledge of and compliance with local installation access control policies, physical security procedures, and the ability of proposed personnel to obtain necessary installation passes and complete mandated security training (such as AT Level I, iWATCH, and OPSEC). 4.
