The statutory authority for contracting without providing for full and open competition is Federal Acquisition Regulation (FAR) 6.302-5, Authorized or required by statute. Title V allows for new contracts, contract renewals and the replacement contract requiring non-competitive awards for provision and continuation of Urban Indian Health Programs. The services are for a health care system with limited direct services (outpatient clinic, mental health and pharmacy services) that supports an extensive outreach and referral, and health education programs to the eligible American Indian/Alaskan Native (AI/AN) population residing within the Seattle, Washington metropolitan area. Outpatient care shall cover a range of health services, provide a full range of assessment of patient needs, planning for care, counseling, teaching emergency procedures and referral for patients and families. It is anticipated that this project will be ongoing and funding will be continued for subsequent years. The period of performance will be October 1, 2024 through September 30, 2025, with an option to extend the contract for four (4) one-year periods.
