## Description

This is a sole source request to Anata Inc After conducting market research, the intended contractor, Anata, is the source best-suited to provide the specific AI/LLM-driven redaction software and associated services required for the agency’s pilot program.

The redaction technology developed by Anata incorporates proprietary large language models, is trained on specialized, HHS-specific records and data sets, and optimized specifically for identifying and redacting sensitive information in accordance with federal privacy and disclosure laws.

The contractor owns and maintains exclusive rights to a redaction engine that integrates LLMs capable of high-accuracy semantic recognition, including nuanced classifications such as Personally Identifiable Information (PII), Protected Health Information (PHI), law enforcement sensitive data, and legal exemptions under FOIA. No other vendor has access to this proprietary technology or models.

While the redaction system has not been successfully deployed in similar federal environments , it has been deployed in analogous private sector environments, and during demonstrations, displayed superior performance over manual, rule-based, or template-driven alternatives. Market research has confirmed that other solutions lack the ability to meet accuracy thresholds or do not support compliance with HHS-specific requirements.

In addition to its proprietary technology, Anata is the only vendor identified through market research with demonstrated FOIA-specific redaction expertise, having trained personnel and a system purpose-built for application of FOIA exemptions. Other solutions reviewed either lacked federal-grade accuracy, failed to meet HHS CIO security integration requirements, or were not ready to deploy within the statutory timelines.

This unique alignment of legal, technical, and operational capability establishes Anata as the sole responsible source.Furthermore, the urgency of addressing the Department’s FOIA backlog and litigation exposure precludes even limited competition. Anata’s solution is the only one reviewed that can meet the agency’s immediate business needs, integrate securely into HHS systems, and begin reducing backlog within the performance period.
