## Description

Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Office of Acquisitions Management Services (OAMS) sole source to:

**FAR 6.302-1:** Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 3304(a)(1). Partners For Public Good is the only responsible source that can respond to ASFRs unique requirements. The Harvard Kennedy School Government Performance Lab (GPL) has completed more than 200 projects which have helped government leaders improve results in procurement organizations.

The GPL works closely with government organizations to develop and test ways to successfully design, manage, and sustain reforms in their procurement framework. Most importantly, as the pioneer for the case study method combined with Harvard’s procurement experience assisting government organizations drive innovation and achieve specific outcomes, the GPL is uniquely positioned to create and facilitate the training for the HHS acquisition workforce.

The training framework will specifically bring theory and policies to practice, build critical thinking, decision-making and metacognitive skills to build expertise and confidence of the acquisition workforce to advocate for a position and confidently work with their mission partners to solve real world problems. No other entity was identified who has the holistic capabilities to meet the Government's requirements. This is not a solicitation for competitive proposal. No solicitation document is available.
