## Description

The Government hereby submits a notice of intent to award a sole source firm fixed price purchase order for a commercial item, subscription licenses to CCH Incorporated for Wolters Kluwer Health Coverage Change Analyzer and its Health Regulatory Change Analyzer.

These tools will provide a central location for health, law, compliance, and reimbursement professionals to efficiently monitor and understand changes to LCDs, NCDs, Coverage Articles dating back to the inception of ICD-10, and the Code of Federal Regulations (CFR) and the Centers for Medicare and Medicaid Services (CMS) Manuals. The period of performance for this effort will be a 12-month base period with four (4) 12-month option periods. The total estimated value is less than $204,000.00.

This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1 for the aforementioned requirement. This hereby constitutes a synopsis for this requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective.

The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
