A response to the earlier notice is not, by itself, a quotation under this RFQ. Firms that responded to the earlier notice may incorporate specific unchanged capability information by reference as described in the attached RFQ. The anticipated 25-week engagement consists of a five-week Mobilization and Readiness Phase followed by a 20-week Discovery, Prototyping, and Implementation Planning Phase. Performance includes discovery interviews and working sessions; review of selected HHS workflows, systems, and technical operations; technical and process analysis; prioritization of modernization opportunities; development and testing of prototypes or proofs of concept; validation with HHS stakeholders; and preparation of implementation recommendations and plans. Required outputs include an integrated work plan, current-state assessment, prioritized modernization opportunities portfolio, technical recommendations, agreed prototypes or proofs of concept, implementation plans for HHS-selected opportunities/prototypes, supporting technical and operational documentation, an implementation roadmap, and an executive readout/summary. The attached RFQ contains the complete scope, quotation instructions, evaluation factors, pricing schedule, and applicable terms. HHS anticipates issuance of one firm-fixed-price purchase order. The Government intends to make award by September 30, 2026.
