## Description

The U.S. Nuclear Regulatory Commission (NRC) intends to noncompetitively procure Peraton AltaScan Licenses and Support with Peraton, Inc; 12975 Worldgate Drive, Suite 7322 Herndon, VA 20170. The procurement of Peraton AltaScan Licenses and Support allows the NRC to continue to provide criminal history background checks for licensee staff who require these clearances prior to being granted access to licensee sites.

The NRC has used AltaScan since before 2017 and has it integrated with agency business processes and IT systems. The software serves as the basis for the NRC’s “Criminal History” system. Even if other vendors could currently meet the NRC's requirements, the NRC does not currently intend to replace its investment in Peraton AltaScan Licenses and Support. To do so would cause the NRC to incur significant additional cost, would be highly disruptive and would introduce significant risk to the NRC.

Standards for agency software toolsets are established and maintained for several years to maximize the return on those investments and to minimize disruption to agency operations. This noncompetitive acquisition is conducted under the authority of FAR 13.106-1(b). Only one source reasonably available.
