## Description

REQUEST FOR INFORMATION OAA-26-00215 Directed Medical Services (DMS) This is NOT A SOLICITATION for proposals, proposal abstracts, or quotations; nor is it a commitment by the Government to issue a solicitation. No reimbursement or stipend will be provided in response to this RFI/Notice.

**OVERVIEW:** The Department of Labor (DOL), Office of Workers’ Compensation Programs (OWCP) is conducting market research on Directed Medical Services (DMS). The objective of this market research is to better understand current nationwide provider coverage and industry common practices.

The requirement calls for a single contract to a vendor capable of managing and providing a nationwide consortium of various medical specialists dedicated to facilitating the timely adjudication of workers’ compensation claims via the timely scheduling of appointments and case file reviews and delivery of viable medical reports. As outlined in the attached Performance Work Statement (PWS), the basic service objectives are:

(1) to determine the causal relationship between work factors and the disease or injury;

(2) to assess the extent and duration of the physical impairment or disability;

(3) to determine the appropriateness of therapy, including some surgical procedures;

(4) to determine when recovery has occurred and a return to work is feasible;

(5) to resolve a conflict in medical evidence; and (6) to obtain the physician/specialists written unbiased, viable medical diagnosis and report based on medical evidence and that answers questions posed by OWCP and the SOAF. In some cases, OWCP will request a file review only, including IME File reviews, but the objectives will remain the same.

PURPOSE OF RFI The DOL Office of Workers’ Compensation Programs (OWCP) is inviting interested parties to participate in one hour, One-on-One sessions with OWCP and its component programs to discuss industry feedback on the requirements for OWCP DMS, as stated in the draft PWS. During the sessions OWCP will discuss the vendor’s responses to the questions in the attached "Directed Medical Services – RFI questions 3.13.26" document. Please review the attached draft PWS and questions that all interested vendors must be prepared to discuss during their One-on-One session.

**SCHEUDLE:** Registration for One-on-One Sessions is open from March 26, 2026 through April 6, 2026 (11:00 AM EST). Please email Emily Bear at bear.emily.e@dol.gov to register. Space is limited on a first come first serve basis up to a maximum of 15 total registrants. One-on-One sessions will take place between April 8, 2026 and April 13, 2026, between the hours of 10:00 AM EST and 3:00 PM EST. There will be no sessions scheduled between the hour of 12:00 PM EST and 1:00 PM EST. Vendors are welcome to provide a Power Point presentation or other visual aid to assist in the discussion. No written response to the questions is required prior to the One-on-One session.
