**Questions and Answers:** Is there an incumbent contractor currently performing this work or work substantially similar to it at NTIA OSM? No, this is a new requirement. What is the anticipated number of concurrent band studies during the base period? The 500 MHz mandate and Presidential Memo suggest multiple simultaneous efforts, but the PWS does not specify staffing scale.Currently, NTIA anticipates 2-3 concurrent band studies. However, this may increase if new requirements are identified.

Will the government provide access to existing NTIA band study data, prior EMC analyses, and the Government Master File as government-furnished information (GFI)? Or is the contractor expected to build from scratch on each study? Yes, NTIA will provide access to existing band study data, prior EMC analyses, and the GMF. Are the government-owned spectrum analysis tools (SPeCTRA, TIREM instances) government-furnished equipment/software, or must the contractor independently license or access them?

NTIA will provide access to government-owned spectrum analysis tools. The Government expects the contractor to provide computers capable of scientific research and analysis as well as have standard simulation tools installed such as Matlab. The PWS references classified work across multiple task areas. Will a DD254 (Contract Security Classification Specification) be provided prior to proposal submission so contractors can confirm clearance suitability?

Yes, the government will issue a DD254 prior to proposal submission. Is testing infrastructure expected to be contractor-furnished, or will NTIA/DoD test facilities be available as GFE? Testing will be conducted at government-owned or contracted facilities using government provided equipment. Regarding the open-air and lab testing validation (Section 3.6 of the PWS): Will the contract utilize contractor-provided monitoring equipment or will it be GFE?

The Department of Commerce (DOC) Office of Acquisition Management (OAM), Shared Services Procurement Office is seeking potential sources who can Spectrum Repurposing Analyses Support in accordance with the draft Performance Work Statement (PWS) on behalf of the National Telecommunications and Information Administration (NTIA). This notice does not commit the Government to contract for any supply or service. This is not a Request for Proposal (RFP) and proposals will not be accepted.

No pricing or cost data shall be submitted. If the information is submitted, it will not be considered. The Government will not make an award resulting from this Sources Sought Notification. Any information received in response will be used to develop a potential solicitation with the intent to make a Government contract award. This notice does not guarantee the release of a solicitation.

Responses to the notice will not be disclosed outside the Government; however, Respondents shall consider information received may be used to shape a future public solicitation and therefore avoid providing proprietary information that could otherwise be disclosed through the solicitation process. Responses to this notice are voluntary and costs will not be reimbursed. No pricing or cost data shall be submitted. If the information is submitted, it will not be considered.
