## Description

The Navajo Area Indian Health Service (NAIHS), Shiprock Service Unit, plans to negotiate a sole-source, firm-fixed-price contract with Tricore, Inc. (UEI KRWFUJJCWAS3) for the provision of laboratory testing on an as needed basis for the Northern Navajo Medical Center. Tricore is the only vendor capable to perform the required testing, which includes analysis of blood, urine, and other specialized testing. The NAICS code is 621511, with an associated small business size standard of $41.5 million.

The contract will be a base plus four option years. The anticipated period of performance is September 22, 2025 to September 21, 2030. In accordance with FAR 13.501(a)(1), acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements in FAR 6. However, sole-source justifications for actions above the simplified acquisition threshold but not exceeding $7.5M (non-urgent and non-compelling as described in FAR 13.500(c)) must use the format at FAR 6.303-2 with proper tailoring.

The action is being accomplished using the principles of FAR 12 Acquisition of Commercial Items in conjunction with FAR 13 Simplified Acquisition Procedures - particularly FAR 13.5 in accordance with 41 U.S.C. 1901, "...to promote efficiency and economy in contracting and to avoid unnecessary burdens for agencies and contractors..." This notice is not a request for quotations or proposals. Any vendor that believes it can satisfy the Government’s requirement may provide a capability statement.

Verbal responses will not be considered. Responses are due September 5, 2025 9:00 am MDT. A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
