## Description

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis with HESKA, 3760 ROCKY MOUNTAIN AVENUE, LOVELAND, CO 80538, United States, to procure Element HT5+™ Veterinary Hematology Analyzer.

The Vaccine Research Center’s (VRC) Translational Research Program (TRP) utilizes Heska Hematology Analyzers for processing NHP (non-human primate) blood samples efficiently and accurately, which are essential for the various research studies conducted by the VRC/TRP. The improved capabilities of the HT5+ analyzer include faster processing times, increased accuracy in analyzing blood parameters, expanded range of parameters that can be measured, or new features that simplify data management and analysis.

These advancements can contribute significantly to the overall efficiency and effectiveness of the research goals pursued by the VRC. Requirements include an upgrade of an existing Heska Hematology Analyzer to the newer HT5+ model which has enhanced capabilities.

The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for a quantity -1 of the following Brand Name Supplies: Element HT5+™ Veterinary Hematology Analyzer (includes 6 months automatic shipment of hematology normal level controls)

**60 DAYS ARO Place of Delivery:** NIH, 40 Convent Drive, Bethesda, MD 20892 The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.

All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2225821) to Angela Puddy at angela.puddy@nih.gov by 12:00 pm EASTERN Standard Time, AUGUST 29, 2024. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
