The National Institutes of Health (NIH), National Institute of Allergy and Infectious Disease (NIAID), Laboratory of Immunoregulation (LIR) continues to focus on the elucidation of cellular and molecular mechanisms regulating the human immune response in health and disease. A major component of these efforts is the study of the immunopathogenic mechanisms of HIV infection and disease progression. It is imperative the NIH/NIAID/Laboratory of Immunoregulation (LIR) have access to the specimens stored in this facility, which is approximately 3 miles from the Johns Hopkins campus. To change to another facility/vendor could potentially open the risk of specimens being lost due to temperature changes that would result in the government losing years of data that is unique and irreplaceable material required for on-going testing that is performed daily by the labs, which could come to a halt. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
