The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Miltenyi Biotec Inc. for a MACSQuant Analyzer 16 AND MACS Minisampler PLUS with training. The Miltenyi MACSQuant 16 Flow Cytometer is essential as Miltenyi will no longer service our previous unit, MACSQuant 10, purchased in 2011. Maintaining the highest quality standards for this instrument will not be possible, so purchasing a new instrument is essential to studying the general biology of malaria parasites and other vector-borne parasites. Only Miltenyi provides this cytometer that has been used for ongoing experiments and changing variables in the middle of the project/experiment would compromise the integrity of the outcome. This is the only vendor that sells this specific need. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered.
