## Description

**Description:** This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Genscript USA Incorporated, 860 Centennial Avenue, Piscataway, NJ 08854-3918, United States, to procure customized antibody production services.

This is a follow-on purchase of customized antibodies and plasmid production currently used by the Laboratory of Immunogenetics (LIG), Antibody Biology Unit (ABU). It is important to ensure continuity of results. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. The LIG/ABU has a current requirement for the production of human monoclonal antibodies and plasmids for a large number of antibody heavy and light chains.

**Project Description:** The requested Gene to Antibody-Customized Service (rAb) and CloneArk Plasmid Preparation are required to help identify antibodies against malaria, tuberculosis, and COVID-19 for potential vaccine candidates. The current requirements are as follows:

# Description Qty 1 HTP Gene to Antibody-Customized Service: rAb, description # SC1946-Ab-C 100 2 Research Grade CloneArk Plasmid Preparation (100µg), description # SC1849 200 The human monoclonal antibodies and plasmids must have specific criteria: Antibodies and plasmids must be ready by 4-6 weeks post-order. Must be priced not more than $500 per monoclonal antibody (mAb) protein production from 40mL of culture. Must be priced not more than $25 per 100µg plasmid.

We have previously worked with Genscript to customize these antibodies and plasmid production. Genscript USA Incorporated is the only vendor to replicate the customized antibodies and plasmid preparation. Period of Performance(s) are as follows:

One (1) year after date and acceptance of award. Delivery at the following location: NIAID, LIG, ABU, 5625 Fishers Lane, Rockville, MD 20852. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.

All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
