## Description

This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Vital Talk. The National Institute of Health’s Clinical Center (Program) requires training from Vital Talk. This course teaches the NIH CC medical doctors how to handle difficult conversations through a live demo situation.

Vital Talk provides a unique approach to teaching communication of disturbing or disappointing medical information to patients and families. VitalTalk will employ their highly regarded, researched, evidence-based VitalTalk curriculum. VitalTalk communication skills training provides deep experiential learning with highly trained actors as simulated patients in a safe environment where learners observe, practice and receive positive constructive feedback.

Other vendors offer lectures and interactive sessions with content experts. No other vendor uses actors to simulate interactive sessions. Program’s experience is that such interactive sessions are much more influential on its healthcare providers, i.e. there is more lasting change in behavior and more insight into how such changes are made.

Furthermore, the Vital Talk training was delivered to employees in December 2023. Unfortunately, the CC was not able to fit everyone into this course on this date and thus Program would like to offer it again. Thus, to maintain training consistency among the staff, Program needs the same training from Vital Talk.

**Place of Performance or Delivery:** Training is expected to take place on or around 9/17/2024.

**Place of Performance:** NIH Clinical Center in Bethesda, MD The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
