## Description

Introduction The Federal Bureau of Investigation (FBI) Laboratory Division (LD) requires Hazardous Waste Removal Services in order to meet Federal and State regulatory requirements. The services require identification, packaging, shipment, and disposal of hazardous waste generated by LD operations. NAICS NAICS is 562112, Hazardous Waste Collection, Small Business Standard: $47M.

Contract Type The Government is seeking to establish a single award contract (Time and Material with one 12-month base year and two 12-month each option years). Questions/Reponses 1.Section 4.A.

Pick-Up at LD Facilities in Quantico, VA "The contractor shall package, ship and dispose of hazardous waste generated by LD operations at the FBI Laboratory Building, located in Quantico, VA, every 90 days beginning on December 19, 2023." Confirming if there is a current vendor that has been performing work since the stated date, or if work is behind schedule Current vendor - Environmental Waste Specialists, Inc. (EWSI) 2. Section 4.B.

**Optional Task:** Surge Support (including Emergent Response) "The contractor shall remove hazardous waste materials from locations throughout the contiguous United States, to include Operational Response Centers in Fredericksburg, VA, Irving, Tx, and Northridge, CA. The contractor shall arrive onsite for pick-up within 5 days of POC’s receipt of request via phone call or email. See section 9 for required deliverables. An identified POC for the contractor shall be available by phone or email 24/7."

Activities conducted in Irving, TX and Northridge; CA are on an as needed basis? Or will these be scheduled? Surge Support/Emergent Responses- As needed basis. 3.Section 5 Additional Information Regarding Required Service Standards referenced in 4.A. and 4.B. OCONUS facilities "Out of country shipments are prohibited under this contract."

4."Consulting Services - At the facilities center’s request, the vendor shall provide technical expert consulting services on topics identified by the Technical Point Of Contact (TPOC) or the TPOC’s designated representative, that are related to EPA, state-specific RCRA, DOT, and other environmental regulations" Clarifying need and services; this contract is looking for disposal and consulting services? Packaging, shipping, disposal and consulting. All waste will be packaged and labeled at the time of pick up.

5."Containerizing - The contractor shall package bulk wastes into the largest container feasible." Is the client looking for onsite support in addition to being onsite for pickups and/or consulting? Yes, the assigned Point of Contact may require assistance onsite, phone and/or email.

Consulting Services - At the facilities center’s request, the vendor shall provide technical expert consulting services on topics identified by the Technical Point Of Contact (TPOC) or the TPOC’s designated representative, that are related to EPA, state-specific RCRA, DOT, and other environmental regulations. The resulting Guidance Documents shall be clear and concise and reflect well-defined information and/or solutions.
