IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE*** The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs. If no alternate sources are identified, the Government intends to issue a Sole Source Award to CVD Equipment Corporation, 355, South Technology Drive, Central Islip, NY 11722, US, under the authority of FAR 12.102(a). The North American Industry Classification System (NAICS) code for this acquisition is 333242, Semiconductor Machinery Manufacturing. BACKGROUND The National Institute of Standards and Technology (NIST) has a state-of-the-art research laboratory (the Katharine Blodgett Gebbie Building) in Boulder, CO to support the most sensitive research done at NIST. Included in this building is a Class 100 microelectronics fabrication facility, called the Boulder Micro-Fabrication Facility (BMF). Among the many critical pieces of equipment in this laboratory is equipment that uses the process gasses silane (SiH4). Silane is a toxic and pyrophoric gas and needs to be stored in and outside bunker using a gas rack and is delivered to tools through a specialized gas valve manifold box (VMB). Recently, the BMF has learned that their existing system has reached end of life and the system needs to be replaced for safety and operational reasons. The Government requires a new silane delivery system that is compatible with its existing life safety equipment, such as the toxic gas monitoring system (TGMS) and other gas cabinets to continue to use silane as process gases. The NIST BMF has many toxic gases that it uses in the process of making its NIST mission critical devices. Among these gases is silane which, for safety reasons, is sourced out of a single bottle in an outside gas bunker. Further distribution through the BMF requires the use of a Valve Manifold Box (VMB). Due to the life safety hazards associated with the toxic gas systems, the BMF has standardized to the Ciphercon platform to ensure it ensuring operators only need to interact with a single, familiar control interface during high-stress emergencies and allows the BMF to have a stable of spare parts to use for the systems. The BMF currently has an installed base of six SDC Ciphercon 1500 toxic gas cabinets, which are fully integrated into our facility's TGMS. Procuring this replacement directly from CVD Equipment Corp is the only way to ensure a seamless platform for safe operation and allow for a clean, straightforward integration with the existing TGMS. NIST conducted market research from March through May 2026 by performing internet searches, reviewing past awards for commissioning of previous systems in the BMF, and speaking with vendors to determine what sources could meet NIST’s minimum requirements. The results of that market research revealed that only CVD Equipment Corporation (UEI: PHV4F6NMWQQ4) appears to be capable of meeting NIST’s requirements. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Bruker Biospin Corporation; 15 Fortune Drive, Billerica, MA 01821 (UEI: WWMWFMKJLH33) under the authority of FAR 12.102(b) The North American Industry Classification System (NAICS) code for this acquisition is 334516. The Nanoscale Device Characterization Division seeks to acquire a seamlessly integrated, research-grade continuous wave (CW) X-band Electron Spin Resonance (ESR) spectrometer. A primary strategic focus of the division involves utilizing ESR to resolve the chemical and physical nature of atomic-scale defects in materials. This research is critical for identifying and controlling defect entities essential for quantum sensing applications, such as high sensitivity magnetometry. NIST has a need for a visible range continuous wave tunable laser that meets or exceeds the following draft minimum specifications: Contract Line Item Number (CLIN): 0001 Description: continuous wave x-band ESR spectrometer Quantity: One (1) The spectrometer components shall be seamlessly integrated and turnkey. The magnet component shall: Be of a double yoke design. Have ten-inch pole faces. Support L, S, X, and Q band EPR measurements by having a maximum magnetic field strength of at least 14.5 kG with a pole gap greater than 70 mm. Have a magnetic field uniformity of at least 10 mG over the sample area (approximately 1 cm x 1 cm x 2 cm). Be fully compatible with the below described microwave resonators, variable temperature equipment, and other accessories. Be water cooled. Have a suitable water-cooled matched power supply to allow for the above specifications. The microwave excitation/detection component shall: Be an x-band continuous wave microwave bridge with a matched reference arm design with variable attenuation and variable phase. Be seamlessly integrated with other spectrometer components and controllers for frequency, attenuation, reference phase and attenuation settings. All bridge parameters will be software controlled. Permit manual bridge tuning/matching as well as automatic bridge tuning/matching via software and iris motor compatibility. Have an absolute sensitivity of at least 1 x 109 spins per 1 G linewidth. Produce a signal to noise ratio of at least 3000:1 for a weak pitch spin standard. Have a Gunn diode microwave source. Have a working frequency of at least 9.2 GHz to 9.9 GHz. Have a maximum power output of at least 200 mW in a leveled mode. Contain a built-in frequency counter with 1 kHz resolution. Contain a built-in power meter. Contain a microwave attenuator with a range of at least 0 to 60 dB in 1 dB increments with automatic phase correction over the entire range. Include an automatic frequency control system with a stability of at least 10-8, a dynamic range of at least +/- 6 MHz, and automatic gain control. Include a high sensitivity continuous wave x-band EPR microwave resonator/cavity compatible with all other mentioned specifications. The cavity itself shall have an unloaded resonance frequency of about 9.85 GHz, an unloaded Q factor of at least 15000, sample tube access holes of at least 1 cm in diameter, integrated modulation coils supporting modulated magnetic field strengths of at least 20 G, contain a window to support optical illumination of the sample, and be compatible with the variable sample temperature systems described herein. Support spin counting without a reference sample. The system shall include an automatic and programmable goniometer for performing EPR measurements as a function of sample orientation in the magnetic field. Angular resolution shall be at least 1 degree. The system shall include a precision gauss(tesla) meter for making precision absolute measure of the magnetic field and shall, Be based on the nuclear magnetic resonance of protons. Have an absolute accuracy of 5 milliGauss. Have a digital resolution of at least 1 milliGauss. Have a field range of 1.5 kiloGauss to 15 kiloGauss. Have a robust probe capable of being inserted into the microwave resonator. Be controllable with the control software. The hardware control component, often known as a console, shall: Be a self-contained unit which serves to integrate the spectrometer components. Contain a magnetic field controller suitable to achieve the above described magnet specifications. Additionally, the magnetic field controller shall: Support magnetic field sweeps over the entire magnet range with resolution up to 256K points. Be capable of sweep times of at least 400 us to 5 s per point. Have long term field stability at least +/- 10 mG per hour at a constant room temperature. Contain a signal processing unit with an available digital lock-in mode supporting: Detection bandwidth of at least 30 MHz. External trigger in/out connections. Modulation reference signal out connection. Modulation frequency of at least 80 Hz to 200 kHz in digital lock in mode or 500 Hz to 120 kHz in hardware lock in mode. Ability to single or double modulate. Simultaneous harmonic EPR signal detection up to 5th order. Simultaneous in and out of phase detection. User definable digital filters. Support a rapid scan magnetic field mode which permits: Triangle and saw tooth ramp shapes. Scan rate up to 200 Hz. Scan width up to at least 200 G per scan. Supports both phase sensitive and direct detection. The software component of the spectrometer shall: Seamlessly control all spectrometer operation. Be of a graphical user interface Support all applicable data acquisition modes and experiment parameters of the spectrometer including but not limited to 1D sweeps of field, 1D time monitoring, 2D sweeps of field, delay, power, temperature, and sample angle via the programmable goniometer. Include a data manipulation and analysis package which includes but is not limited to: Integration/differentiation, peak locating, spectrum math, spectrum fitting, baseline corrections, and filtering. Simulation and fitting of EPR spectra. The ability to determine spin concentration without a reference sample. Recently, the BMF has learned that their existing system has reached end of life and the system needs to be replaced for safety and operational reasons. The Government requires a new silane delivery system that is compatible with its existing life safety equipment, such as the toxic gas monitoring system (TGMS) and other gas cabinets to continue to use silane as process gases. The NIST BMF has many toxic gases that it uses in the process of making its NIST mission critical devices. Describe standard terms and conditions of sale offered by your company for the recommended equipment such as: delivery time after your company accepts the order; FOB shipping terms; manufacturer warranty (including details regarding nature and duration); if available, description(s) of available extended warranty; equipment setup and test; operator and service instruction manual(s); cleanup after installation; and if applicable, other offered services. Provide a copy of manufacturer standard terms and conditions that typically relate to the sale of the specified equipment, if available. State whether your company offers facility renovation services related to installation of the recommended equipment at its delivery destination, if required per the NIST-identified minimum specifications, and provide description of said services. Indicate if your company performs the facility renovation services or typically subcontracts the work to another company. Indicate if your company would be interested in inspecting the intended installation site during the market research phase. State published price, discount, or rebate arrangements for recommended equipment and/or provide link to access company’s published prices for equipment and services. If the recommended equipment and related services are available for purchase on any existing Federal Supply Schedule contract(s) or other contracts against which NIST may be able to place orders, identify the contract number(s) and other relevant information. Identify any customers in the public or private sectors to which you provided the recommended or similar equipment. Include customer(s) information: company name, phone number, point of contact, email address. Provide any other information that you believe would be valuable for NIST to know as part of its market research for this requirement. State if you require NIST to provide additional information to improve your understanding of the government’s requirement and/or would like to meet with NIST representatives to discuss the requirement and the capabilities of the identified equipment.
